I could build 650 units for that money. I would sell the land and build another 650 units in, say, Maple Ridge. If the real goal was to house homeless people, wouldn't you want to build the most units for the money? So if you could house 10X the number of people wouldn't you rethink this project? Well it obviously has nothing to do with housing the most people. It has to do with social engineering.
